Frederick Goulburn (1788-1837), a military officer and younger brother of Henry Goulburn, Under Secretary for the Colonies, 1812-21, was appointed Secretary and Registrar of the Records of New South Wales on 30 June 1820. He arrived on the "Hebe" in December 1820 and assumed duty on 1 February 1821. He was the first official Colonial Secretary of the Colony as well as Secretary to the Governor. He ceased to act in the latter capacity on 11 May 1824 following various disputes with Governor Brisbane but continued as Colonial Secretary until 7 January 1826. He left the Colony on the "Triton" in February 1826. | |
Almost the entire correspondence during this period would have been either addressed to him or sent on his behalf. Hence it was thought impractical to index every letter under his name. Most entries will appear under the names of the other parties concerned. Much of his correspondence with Governor Brisbane reflects the poor quality of their relationship and their various disagreements. Generally these letters are indexed under "Brisbane, Thomas (Sir)" and only selected letters in which Brisbane makes certain policy statements, raises specific problems, or which relate to his other appointments or to the administration of his office are indexed here. | |
